Stone block, which fell from the mountains inclination,
took away the car with passengers into the gorge. Two people
died.
As it was reported VARORUD at Sughd Administration of Internal
Affairs, huge stone fell from the mountains on 87 kilometer
of the highway Pendjikent-Ainy to the front part of the
car "Jiguli". Kendja Kendjayev, 23-year-old driver
and one of the passengers, the pupil of 11th grade, Aininskiy
district died as a result of the tragedy.
The source stressed, " the car fell into the cliff
with the depth of 200 meters and then fell into the river.
Two passengers rescued and the third was taken to the district
hospital with serious personal injuries".
According to source, this year it is the first case with
fatal outcome in the part of the highway.
BROTHER AND SISTER ARE CHARGED
WITH PEOPLE'S TRAFFIC

Sughd oblast prosecutor's office accuses Kh.D., 30-year-old
resident of B.Gafurov district and his sister, 34-year-old
Z.D. in sexual people's exploitation.
Criminal case on suspicion in people's sexual exploitation
has been initiated by Sughd oblast prosecutor's office.
According to source, Kh.D, being in previous concert with
his sister and Z.K., 52-year-old resident of Khujand have
sent a 36-year-old resident of Kanibadam city to the United
Arab Emirates by fraud, in April 2004.
According to source, " she was involved in prostitution
in the city of Dubai". Criminal case on the fact of
enrolment with the purpose of exploitation was initiated
by Sughd prosecutor's office in respect of these three people.
As it was reported at the regional prosecutor's office,
six criminal cases connected with people's traffic were
initiated in respect of 10 people from 10 December 2005
to January 23, 2006.
FUGITIVES-PRISONERS ARE CHARGED WITH SHOP
ROBBERY

Sughd oblast prosecutor's office incriminates
shop robbery to fugitives-prisoners.
Two prisoners, who escaped from Khujand Reformatory Labor
Colony, have robbed a shop. According to Sughd Administration
of Internal Affairs data, the fugitives Yevgeniy Niyozov
and Safaraly Tbarov have robbed one of the shops of Khujand
city on the third day of their escape.
As the source told VARORUD correspondent, " the fugitives
took warm clothes. Generally, these were expensive leather
jackets. The total sum of the loot amounted over 5,000 somoni
(over 1,700 US dollars).
Now, the fugitives are incriminated the robbery as well
as the escape. Prosecutor's office of Khujand city has subjoined
the fact of shop robbery to the criminal case, initiated
earlier in respect of two fugitives.
DRUGS SMUGGLERS PUT THEIR PEOPLE IN LAW
ENFORCEMENT AGENCIES

their people in law enforcement agencies.
Drugs dealers seek for different ways of their criminal
business realization, one of which is providing their people
with work in all the structures, including law enforcement
agencies. Sheravliyo Mirzoavliyoev, the chief of the Narcotics
Control Agency in Sughd oblast has reported this at the
press conference held on 31 January.
According to him, last year, 6 members of the law enforcement
agencies were detained for their implication to narcotics
in Sughd oblast.
Major general stressed, " there was a period till
2003, when the members of certain law enforcement agencies,
including the members of Narcotics Control Agency, who were
selling drugs". Mirzoavliiyoev considers, that easy
money is the basic reason for this tendency.
THE LEADER OF WOMEN'S WING OF HIZB UT TAHRIR
ORGANIZATION WAS DETAINED IN SUGHD

Karim Komilov. Sughd law enforcement agencies have detained
the leader of the women's wing of the banned extremist organization
Hizb ut Tahrir.
The members of the law enforcement agencies have detained
33-year-old Mukaddamdjon Madalieva, the leader of the religiously
extremist party Hizb ut Tahrir in Sughd oblast, 30 January
Khujand.
As it was reported VARORUD at Sughd prosecutor's office,
the detention of women's leader of the banned organization
Hizb ut Tahrir passed successfully due to the operational-research
actions conduct in Khujand.
The source stressed, " starting with February 2005
she was the leader of the women's wing of Hizb ut Tahrir
in Sughd oblast. Among her duties were materials collection
regarding the work of the members of Hizb ut Tahrir and
their activity coordination in Sughd oblast. She regularly
prepared detailed report of done work to the superior direction
of the party.
At the moment, Madalieva is in investigative isolator of
the Department of the Ministry of Security of Tajikistan
in Sughd oblast. She is charged with public appeal to forcible
change of the constitutional regime.
It should be stressed, that according to official data,
42 members of Hizb ut Tahrir party were detained by the
law enforcement agencies and 8 criminal cases were sent
for judicial trial in respect of the leaders and activists
of the banned organization in Sughd oblast over 2005.
ANTI DRUG SERVICE OF SUGH OBLAST HAS ORGANIZED
RELATIONS WITH COLLEAGUES FROM OTHER COUNTRIES

(ADC) of Sughd oblast has organized relations with its colleagues
from foreign countries.
ACD has strengthened the cooperation with law-enforcement
agencies from such countries as CIS, Russia, Turkey, and
Iran. As Sheravliyo Mirzoavliyoev, chairman of ACD in Sughd
oblast informed, such decision was made by authorities to
organize a joint struggle against drug dealers. "Only
in 2005 13 joint operations were conducted. According to
our agreement our cynologists were trained in developed
countries", - said Mirzoavliyoev. He also mentioned
that in 2005 in Sughd oblast about 700 kilograms of drugs
were seized by law-enforcement agencies.
SUGHD DRUG DEALERS PREFER HEROIN

narcotics "specialize" in heroin.
Most drugs smugglers prefer to sell hard drug as heroin,
informed journalists Sheravliyo Mirzoavliyoev, a chairman
of Anti Drug Department of Sughd oblast.
According to him one of the reasons of such tendency is
high cost of such kind of narcotics. "In Afghanistan
a kilogram of heroin costs $500 US. As a result of operational
investigation we found out that a kilo of heroin in Tajikistan
costs more than 10 thousand US dollars, in Russia it is
50 thousand US dollars, in England its price increased to
200 thousand US dollars", - said Mirzoavliyoev. He
also has mentioned that the production of heroin is very
simply and it has no any smell and weighs quite light.
ABOUT A KILOGRAM OF HEROIN WAS SEIZED FROM
A JOBLESS MAN

Karim Komilov. About a kilo of heroin was seized
from the jobless inhabitant of Mastcha district.
As Department of Internal Affairs of Sughd oblast informed,
as a result of investigative operation the inhabitant of
Mastcha - S.K., who is temporarily jobless was arrested
with about a kilo of heroin in the territory of Babajan
Gafurov bus terminal on January 26.
As it became clear during the investigation, the arrested
was 21 year-old citizen of Mastcha district of Sughd oblast.
While personal search a bundle made of cellophane was found
which contained white powder-like substance.
An expertise has defined, that there was a hard drug-heroin
in the bundle, which weighed 990 grams. Prosecutor office
has instituted a criminal case on the fact of illegal keeping
of drug.
THE ACTIVITY OF "HIZB-UT-TAHRIR "
WILL BE DECREASED

Madina Saifidinova. Law-enforcement agencies of
Khujand assert, that in 2006 the activity of illegal extremist
party "Hizb-ut -Tahrir" will be decreased.
The activity of the illegal party "Hizb-ut -Tahrir"
will be decreased in 2006, informed Mullohi Ruziev, chairman
of Khujand Department of Internal Affairs (DIA) in the press-
conference conducted on February 1.
According to him, an active struggle against the members
of this party is being conducted. "A great number of
party leaders are arrested", - he said.
Regarding to DIA, 11 members of the extremist party were
detained by law-enforcement agencies over 2005; three of
them were women.
"These arrested citizens are mainly from Khujand and
Bobojon Gafurov district. Unfortunately the number of the
members is increasing, but the reason of people's involvement
is not clear. Nobody conducted such analysis yet and there
fore we cannot define the motivation", - he has concluded.
