STOP MAYHEM!

The problem of Tajik laboring sojourners in Russia stands very acutely today. Everyday informational agencies report about scores of RT citizens deported from RF. By all appearances, this process will be accreting. The matter is, the Russian government took a decision to reduce twice the quotas for foreign labor force in 2004. The total number of sojourners Russia is ready to accept next year will make up 240 thousand people. It means that the plight of Tajik migrants will be more complicated. One ought to accelerate an adoption of the agreement "On Law Status of Tajik Laboring Sojourners" by Tajikistan and Russia on the intergovernmental level. One more problem lies in the inertness of RT Embassy in Moscow in regard to protection of its citizens' rights. "Varorud" editorial board decided to publish these letters hoping for their being one more argument which may serve this acceleration; the agreement is bound to facilitate the situation our compatriots find themselves in being compelled to go to Russia for earning their living; the document may also promote an adjustment of normal regular job of RT Embassy in Moscow.

RT citizens appeal to You with request of help on Your part.
We, a large group of Tajik citizens - laboring migrants, who had left for Russia to earn our living, having fallen victims to the deceit of Russian employers found ourselves in a very hard situation. We were detained by law enforcement agencies for the violation of the Law "On Status of Foreign Citizen on RF Territory", the courts passed judgments on our deportation to Tajikistan. Now we are unable to buy air or railway tickets for returning home.
Mister President! Our multiple appeals to the embassy of Tajikistan Republic for help and our applications addressed to the air and railway agencies of Tajikistan in Moscow were of no effect. They simply make a laughing-stock out of us, assume an air of indifference and say: "Apply to Your President, may be, he will help". However, Mister President, profiteers represented by the employees of the embassy, air- and railway companies of Tajikistan do have tickets, but their price amounts up to 500 USA dollars. How should we treat their statements when they say without a twinge of conscience that they pay for their positions to those who are superior to them, moreover, they assert that the lion's share is assigned for the President. These utterances compromise Your name in the eyes of Tajikistan citizens.
We ask You to interfere into this process and to help us. We are compelled to leave for Russia to support our families. If there were worthily paid jobs in Tajikistan we wouldn't desert the republic and endure all humiliations we are subjected to in the Russian Federation. We ask You, our President, to call to account these high-handed officials.

I APPEAL FOR HELP
While staying in Moscow in the span of October 19 - November 8 in private I got acquainted with my countrymen who had come to buy automobiles. Once we agreed to meet. They had already bought cars and were busy with technical service. At that time two militiamen approached and demanded for documents to be produced. They returned my passport as I had had it registered in the hotel. As for my compatriots, their papers were taken away though they had been registered for the term of three months in the hostel; one of militia officers told that they needed to check registration and asked to visit a militia station in 15 minutes, he called the address: Kronshtadskaya Street. When my fellows went there they were arrested. I thought everything will come off with a fine for a breach of registration rules; had been waiting for several hours when they told that my counterparts would be deported to Tajikistan for registration forgery at the expense of Moscow. We were prompt to redeem our comrades for two thousand USA dollars, we understood that if deported they would be forbidden to enter Russia in the course of five years. But we failed. After it we were phoning on RT embassy during 4 days asking for help, we were answered it wasn't a work of theirs but that one of the consulate of RT in Moscow. Throughout a week we were phoning on the consulate, but it was of no use: they wouldn't take up a receiver, and if they did they asked to ring up post meridium, but in the second half of the day they wouldn't take up a receiver again or they simply refused to talk. We were in painful moods seeing that the officials of Tajikistan didn't support their citizens.
My compatriots have been sitting in Moscow up to now waiting for deportation. One of them phoned home, he told that Tajiks had been staying there for a year and a half, as there is no money in the budget. I must say to the employees of the embassy and consulate: Misters, you are maintained at the cost of tax-payers, thereupon, you must defend them when they have problems, you have no right to ignore your duties. Otherwise such people must be dismissed.
