Recently I had a luck to be a participant
of the International programme of visits supported by the
USA State Department and aimed at an establishment of professional
contacts and links, at a study of the American system of federalism,
American economic and social life. In the course of meetings
I managed to get acquainted not only with week-days of their
life, but with the most cognitive and entertaining themes
either, such as USA state power, system of education, small
business maintenance. In Washington I met with Mrs. Patritia
Harrison, assistant of the USA State Secretary on education
and culture, with congresswoman and female judges of the Supreme
Court. Having familiarized ourselves with the principles of
the USA state management one of which lies in the division
of three powers- executive, legislative and juridical - we
got convinced that their charges are mutually balanced. Each
branch is a bar in reference to potential abuses on the part
of two others.

Being in the Managerial Office on small business I learned
with amazement that gigantic corporations don't occupy a domineering
position in the USA economy. Upon the whole over 99% of all
independent enterprises of the country have less than 500
hired workers, 52% of all labour resources befall small outfits.
Women take an active part in small business. In the period
of 1987-2000 the number of ventures owned by women amounted
by 89%. Our ideas about American females being found of yachts
and picnics was gone when we learned that over 35% of all
private enterprises belonged to women. The Managerial Office
conducts special state programs supporting women-entrepreneurs,
annual competitions among them; as I was told, for many of
them entrepreneurship is simply a way of life. By the way
I met a woman-farmeress who managed the household of 800 acres
of land being helped by technical personnel! Alongside with
the trip to the Great Canyon one of the brightest impressions
was the attendance of school in Illinois state, in its capital,
Springfield; they conducted the final game "City Management",
third form pupils being participants. The whole school looked
out as a mini-city with its elected mayor, judge, banks, insurance
companies, local TV, enterprises and etc. Children took credits,
ran their business, "urban enterprises" worked,
at the end of the day "the mayor" held a speech
addressing "citizens". These were the first lessons
of democratic management and democratic power. Children understood
that alongside with broad rights they had certain duties:
subordination to law, payment of taxes, service for society
and etc. The American type of mottos and slogans leapt to
the eye: "No single child left behind our backs (in the
Ministry of education); "No taxes when no participation"
(in Washington); "If you know one religion only you know
no one" (in the Islamic center) and etc. The slogan "Investing
into children you invest in the future" guided with by
the Programme "Achievement of Youngsters" doesn't
leave people indifferent. I had a burning desire to engraft
new components of the international programme of the economy
education at schools. By the way, the program "Achievement
of Youngsters- Tajikistan" was instituted in our country.
In our piloting schools applied economics is studied in the
same manuals it is studied in 120 countries of the world;
the latters being participants of the programme.
This programme should gain attention in the part of the Ministry
of education and business-structures. The economy education
laid down in childhood is a pledge of our children's benefit
in future. I want to express my gratitude to organizers of
the programme on experience exchange, as only through it,
through our mutual intercourse we are able to be conscious
interdependence and necessity of close cooperation.
