The caravan of "white death" continues its locomotion
being dangerous both for itself and society. The crippled
fates of narcomessengers being so different at the same
time have much in common. All traffickers are thirsty for
quick and big money without thinking about the cost. They
are only pawns and the money promised to them by heroin
owners is a meager sum in comparison with the profits of
narcobarons. This alphabet truth should be repeated anew
each time to stop those who are ready to follow the road
of "white death".
The results of operative-reconnoitering activities of Sughd
viloyat IAMO (internal affairs managerial office) evidence
to it. Only for September militia officers withdrew 44 kg
of drugs; 754 kg 807 grams being exacted since the beginning
of the year. 318 criminal cases are prosecuted.
"Narcomesengers have become apparently impudent",
- tells militia colonel Abduhalim Abduhamidov, chief of
the department of combat with illegal circulation of drugs
under IAMO. They even don't hide narcotic stuffs putting
them in bags, sacks, and packets. And one person decided
to combine the useful with the pleasant. He went to have
a rest with his family having a heavy criminal cargo - almost
25 kg of heroin".
Dushanbe resident Ulughbek H., aged 31, tried to convey
a big batch of drugs in two sporting bags crossing SAI post
of Aini district by "Landcruiser" jeep.
"I work nowhere over the latest time, but I must have
some wherewithals. No job, even if it is available, provides
proper money. Look around: needs and availabilities are
incompatible", - a detained sturdy fellow gave reasonings
explaining his choice.
It is not difficult whom he implied! Probably he meant those
who had given him a car on a lease, who supplied him with
narcotic stuffs and ordered to hand them over to their accomplices
in Khujand. Of course, he thought also about those who took
their families to sea rest without working anywhere!
"Yes, it is cynical, but honest", - somebody will
object. May be! But one thing is true - if people who turned
drugs into their profession didn't enjoy maintenance of
supported and "covering" assistants and protectors
but were disposed and cast out it would be far more just.
"They must go like greased lightning", - an elderly
witness invited as a witness to Ulughbek. H's detention
seemed to have read what I had on my mind. He told that
his relatives who came to our viloyat for a rest were unaware
of "the delayed-action bomb" stuffed with heroin.
Law enforcement bodies are bound to elicit the links and
contacts of the narcogroup whose origin is traced back to
neighboring Afghanistan. The investigation supposes this
drive not to be the first one on the part of the detained.
Beforehand he had been luckier. Exorbitant money got him
burning hot justifying the hazard.
Though Ulughbek was aware of criminal amenability, which
may be assessed in 15 years imprisonment he conscientiously
embarked on the way of heroin transportation; a healthy
and sound part of society should be alarmed with such facts.
It is common knowledge that not infrequently people follow
this road because of penury, when there is no other way
out for the family. But when educated people being knowledgeable
for the harm they inflict upon the society and for their
own destiny in case of "failure" do this step
being conscious of the aftereffects this symptom is extremely
disturbing.
Nasim M., resident of Khujand, was detained directly at
"Gulbahor" bus station. Under perquisition operative
officers discovered 5 kg 354 grams of heroin. One can suppose
his being a link in a narcochain and the scheme "where
from - whom - where" should be traced back to detectives.
"The detained was at a loss though he didn't seem to
be a neophyte in this matter, but he didn't expert such
turn of events, and when official witnesses came up he understood
it was a failure" - told an operative officer who took
part in the detention. Nasim worked nowhere feeling no need
in it, from time to time he met a profitable cargo without
thinking of the inevitable end of this enterprise. But the
end came, his free life with the dearest and nearest finished
too.
Forensic practice shows that those who find themselves behind
the bar prefer to bear liability alone. Though the names
of purveyors are mentioned in criminal cases they themselves
remain beyond frames.
Akbar A. from Dushanbe, aged 35, was searching for a taxi
at "Chumchuq-Aral" bus station for a trip up to
the Uzbek frontier. "Gazel" driver was glad of
having a client, but he didn't suspect about the contents
of the passenger's luggage. Militia stopped the car. Almost
two kilograms of heroin were pulled out. The driver had
heard about such things from his colleagues, and now he
himself got into such a mess.
"I had a shock", - Marufjon confessed. - How can
such passengers be described, how can one protect yourself
from danger?" These questions are quite reasonable.
Ravshan had been already convicted for drugs but having
left the jail took to old things again. He was detained
trying to convey 440 grams of heroin in an intra-cavity
way. He suffered and risked greatly simultaneously. But
he pursued this road in good faith having the goal to become
rich.
"And he has a tape-recording studio, he sells discs",
- his mother was weeping. - I got him married, he has a
child. What is to be done now? Parents should know everything
about their children, control them, - the wretched woman
gives such an advice in conclusion. All of us should defer
to it: one must love your own children, be aware of their
affairs. May be, such tragedies will diminish in number
then. Meanwhile, one should search for the way out in collaboration,
we shan't overcome this affliction alone. Only acting together,
uniting the endeavors of non-governmental organizations,
authorities, family, school and public at large we shall
be able somehow, at least, to oppose the endless caravan
of "white death". But enforcement structures alone
can't cope with teamsters and "unknown" caravan-bashis.
How should we protect people who got under their sway?
