Every day the attention of the world community is riveted
to the events in the largest states as a current day of the
planet is connected immediately with the policy and economy
streamlines of these countries. The United States of America
are among the latters. As for the events of world importance
taking place there they include an annual message to the USA
Congress and the issues concerned with a designed military
operation in Iraq. We present a blitz-interview with the USA
ambassador in RT Mr. Franklin Huddle to our renders.
- In his speech the USA President called
a number of measures on improvement of social life conditions
for Americans. Are the items enumerated a program of actions
or will resolutions be passed on these suggestions?
- The USA President annually makes a speech appealing to the
nation for the Congress. He dwelt on such programs as succor
to children subjected to risk through a creation of a corps
of peace and increase of resources for narcodependence treatment.
The president's message will be addressed to the Congress
as suggestions, which may be endorsed by the Congress or not.
- According to the account on human development the USA
take the fourth place on human development index. At the same
time the report tells a lot about the growth of unemployment,
inadequate tempos of economics. What is the aim of the USA
president's social policy?
- In his appeal to the nation in 2002 the president invoked
the Congress to work for the benefit of efflorescence the
results of which are to be distributed among wide layers of
population, to reinforce internal programs vitally important
for our country and to be prompt to resist any threats the
American people may be faced with. The aim of the president
lies, first of all, in the economy of the country, which should
be developing rapidly enough to provide job vacancies for
each man and each woman who are eager to work. At the same
time Bush supports such human features as compassion and aid
to fellows-beings - Americans are supposed to help their country-people
through teaching students-invalids and children of convicts.
- What is the practice of assignation from the state budget
for diverse objectives? Are president's suggestions in an
annual message enough for it?
- The process of state budget formation begins after the president
has offered a budget project to the Congress. The Congress
contemplates the budget and ratifies one of its versions.
The president should sign the budget adopted by the Congress
or return it to the latter for complementary consideration
in case of disagreement. The appeal to the nation doesn't
point to the number of suggestions, it deals with concrete
things the president hopes to do for the country working jointly
with the Congress.
- To what extent is the problem of drug addiction president
Bush paid no few attention to, serious for the USA? Can any
concrete data be called?
- The problem of drugs is a global one in its seriousness.
The president considers that the combat against narcotics
should be wages in the direction of rendering help to those
who became narcodependants. He proposed to accord federal
funds for an inquest of a number of variants in order to cure
people from narcodependence.
- How can the USA president's mistrust in the results of
the investigation concerned with IAAE mission in Iraq be accounted
for?
- As the chief of the State Department Collin Powell declared
"the problem doesn't lie in how much time inspectors
need to search in the dark. The problem lies in how much time
Iraq is to be given to switch on light and go out of the dark".
- In his report George Bush prepares the nation for "a
resolute hour", "dangers and sufferings of war".
Does it imply an inevitability of a military action in Iraq?
- War is not inevitable at all. We still continue to hope
that Iraq may be disarmed peacefully but up to nowadays Iraq
hasn't fulfilled any requirement in conformity with UNO resolution
1441. The clauses of the resolution are presented not for
conducting negotiations on them, so Iraq can't opt where and
how it wishes to fulfill the terms. Resolution 1441 forwards
two simple tests: accordance of authentic, complete and precise
information and immediate, unconditional and active collaboration.
Iraq hasn't passed any of these tests.
