Sughd viloyat authorities evaluated highly
the aid rendered by studying youth to the agrarian sector
in cotton-harvest 2003. Solid monetary renumerations and valuable
presents handed in by the viloyat Hukumat to students and
pedagogues of higher schools testify not only to the changed
attitude to the so-called voluntary helpers; we see that the
authorities intend to preserve the traditions based on patriotism
and mutual aid either over a month the studying youth of Northern
Tajikistan was in the so-called laboring semester annually
befalling cotton harvest. This year over six thousand tons
of cotton were collected by students. The farms sustaining
deficiency of working hands were rendered assistance with
now don't enable them to use harvesting technique. Combines
are standing idle because of non-availability of spare parts
and too expensive combustible-lubricating stuffs. There are
no resources for cotton defoliation either. In this situation
manual collection of cotton is the only way out. But the problem
is how the drive should be mobilized. The viloyat Hukumat
is the only institution one can rely on. Here they do understand
that when building up a new society one shouldn't discard
all the positive accumulated under the Soviet power. Mobilization
of society to the jobs of state importance just refers to
these phenomena, as Sughd viloyat authorities presume. There
is no need to explain the importance of cotton for the economy
of Tajikistan. However, the preserved tradition with annual
dispatch of students to cotton fields doesn't enjoy a unanimous
opinion. The problem is especially meticulous now when a creation
of a law-abiding democratic society is on the agenda of today's
life. Not everyone is able to respond to bare calls. Nevertheless,
this year the authorities declared they are inclined to organize
a laboring semester otherwise. Stimulating factors included
not only a worthy payment, but benefits for the best collectors
either. This time words and deeds didn't contradict each other.
Already at the beginning of 2003, being very difficult for
all agrarian, it was clear for them that they won't do without
"voluntary" helpers. Taking into consideration the
complicated situation because of late cotton ripening leaders
of the majority of households-farms asked for urgent aid on
the part of urban residents, students chiefly. To say the
truth, this time they prepared well for the harvest. Accommodations
for cotton collectors were significantly improved, they were
paid well. And now students have enjoyed a new form of official
gratitude on the part of the authorities for their six thousand
tons of cotton. The best collective was granted 10000 somoni
- it was Khujand filial of the Tajik Polytechnic University
named after Muhammad Osimi that deserved this honor. Fair
monetary renumeration went to the students of Khujand State
University named after academician Bobojon Ghafurov and Khujand
filial of the State University of Commerce. Khushnud Mamadqulov,
student of the Polytechnic University collected 4 tons 800
kilograms of cotton throughout the period of the harvest and
Murodali Rahimov, student of KSU - four ton. Elena Petrova
from the University of Commerce picked up three tons of valuable
technical raw stuff. They were presented respectively computer,
refrigerator and colored TV-sets. Many students are exempt
from tuition payment. Their studies will be paid by the Hukumat.
Sughd viloyat governor Qosim Qosimov in his speech held before
the large audience of students, representatives of education
and agriculture told a lot of good words about adolescents.
In particular, he remarked that the final result achieved
by the viloyat farms couldn't be available without students'
assistance, patriotism of the young. Upon the whole, Sughd
viloyat has stored 143 thousand tons of raw cotton for agricultural
season - 2003. Quoting the chief of the section on social-cultural
issues, ties with social-political formations and relations
between nations under Sughd viloyat Hukumat Abduhakim Sharipov,
the resources allotted for stimulation of students' labor
averaged 64800 somoni.
