TAJIKISTAN IN
EurAsEC
Are these timid steps or is it equal voice?
"How cheerful
it is when you walk together"- these are the words of a
popular song. But, alas, nobody walks in unison! Of course,
it is a walk, but it is not rhythmical - someone fell behind,
someone rushed forward, and someone, in general, went astray.
We dwell on the Commonwealth of Independent States which in
compliance with the idea of the authors of Alma-Ata Declaration
was to preserve "a unified economic space" after an
official end was put to the Soviet Union in December 1991. But
an ardent aspiration of the leaders of these states to revive
economic integration anew ran into political contradictions
between themselves. In the outcome the majority out of more
than 1300 documents signed by CIS countries-agreements and treaties
-remained non-realized, that is left on paper only. Within the
scales of the designed, within the ranges of all highest level
meeting one shouldn't, perhaps, be scrupulous about pedding
trifles, for example, count the expenditures for multiple business
trips (transport, meals, accommodations) and paper for printing
the projects of those documents. It would be more reasonable
to defer to the majority of politicians and economists from
the same former Soviet republics who unanimously see the primary
reason of impediment on the way of rapprochement between new
independent states in the absence of a peculiar international
institute which would coordinate a process of integration. And
you needn't open America: the European Community may serve as
a visual example. But they went through the shortest period
of integration because all the countries were developed economically
in equal degree, they all had stable currency, and the main
thing was their similar legislations made the adoption of unified
legislative base easy-going. So, the aspiration of our former
union republics to unite, at least, economically didn't crown
with success in spite of multiple endeavors. But two years ago
on the basis of the amorphous Custom's union being only a form
of interaction of these states with indistinct legal and organizational
principles there was formed the Eurasian economic community.
Not duplicating CIS functions where political interaction being
a simultaneous platform for solving economic aspects is settled
successfully EurAsEC, as its designers imagine, must be an efficacious
and adjusted mechanism working regularly for solving concrete
economy problems. Thereupon the goal of involvement of the real
economy sector into integrational processes was set initially.
At the end of February the first international economy forum
of EurAsEC was held in Moscow; the work of seven "round
tables" was organized within its frameworks. Here they
dwelt on the issues of states-participants potential effective
usage in the spheres of mutual trade, production of goods and
accordance of services, compliance of stances on entering of
EurAsEC countries-members into WTO, currency -finances aspects
of integration, custom's and transport problems, cooperation
in fuel-power complex and agroindustrial sector. Organizers
had to learn the opinion of businessmen what is necessary for
effective integrational activity. Because real integration can't
exist without joint or collective property.
The totals of the forum are rejoicing, of course. The ice seems
to start drifting. But you can't be contended with the adopted
documents only. Every country being member of the Community
has the problems of its own on every streamline debated at "round
tables". The principle problems being common for all, and
for Tajikistan especially are those of transport and power engineering.
Transit locomotion of freights and citizen is no easy matter
for us as between our country and Russia there is a peculiar
buffer zone - Uzbekistan which hasn't joined EurAsEC for the
time being. Creation of unified power engineering space evokes
certain doubts too. Firstly, if the reforms carried out in Russia
UES will promote it. Secondly, the actions of the neighboring
republic make us think over them thoroughly because there they
took a decision to dismantle all EDLs together with high voltage
-stanchions remained from the unified Middle Asian energy system.
And still, whatever one may say, but in due course every state
will have to waive some of their national interests, to overcome
political ambitions in the name of integration, in the name
of formation of a worthy economic community. The major part
of the forum participants keep to this opinion.
The member of Majlisi Oli Majlisi Milli, general director of
"Vostokredmet" state enterprise under the government
of the Republic of Tajikistan, Candidate of Technique Zafar
Razyqov took part in the work of the forum and one of "round
tables"; they, discussed the problems of interaction in
the real sector of economics and efficacious usage of scientific
and productive potentials of EurAsEC state-members. Today he
