On June 3 of the current year “Deutsche Welle” transmitted
a report from Khujand. Its author is Khairullo Mirsaidov.
The material is called “Is there TB Epidemic in Tajikistan?”
The information dwelling on this topic was called somewhat
otherwise in “Varorud” informational-analytical agency tape
of news from May 30.
If to correlate these two materials, it is seen that persons
in action are ones and the same. Only sentences are variegated
and some sequences are placed otherwise. The stringer from
“Deutsche Welle” was not present on the spot of the event
and he couldn’t have been there, as the local extraordinary
epidemiological commission hadn’t notified mass media. “Varorud”
own correspondent over the Zarafshon Valley Shohin Obloqulov
wasn’t present at the meeting either. The allusions to the
chief doctor of the district hospital concerned with non-availability
of resources for supporting the Center on TB prophylactics
and Panjakent vice-mayor Khurshed Sirojev in reference to
the pumping stations having failed to operate resorted to
by “Deutsche Welle” supernumerary correspondent were rewritten
from “Varorud” reporting. In a word, it is enough to look
through these two materials and you will have got convinced
that “Deutsche Welle” material is a pure plagiarism. The
analysis of the materials by Khairullo Mirsaidov for “Deutsche
Welle” of 10 late days shows that the beginning correspondent
has found an easy but improper way of raising materials.
As a source he often invokes “Varorud” information, however,
he makes no reference to it. For example, “Deutsche Welle”
report under the title “Why Has Uzbekistan Close its Frontiers?”
from May 29. “Varorud” published it on May 24. it was the
information of “Varorud” supernumerary correspondent A.
Azimov that notified the population about the closure of
Zarafobod terrain of the Tajik-Uzbek border. It was just
there that Uzbek borderguards put down the closure to non-typical
pneumonia; this information being signed by Khairullo Mirsaidov.
Meanwhile, to May 29 the situation on the border might have
changed.
We deliver another material as an example - “Debates on
Referendum in Tajikistan Are Going on” prepared by “Deutsche
Welle” correspondent Darya Bryantseva and stringer Khairullo
Mirsaidov. The material was on the air on May 25. On May
2 coordinator of the Media-resource center in Khujand Vladimir
Radushkin made a statement for “Varorud” newspaper where
he told that referendum “prepares a spring-board for president’s
career continuation or the future prospects are laid down
for a potential candidate in view of this position…” V.
Radushkin’s adduced utterance is an exact transcript of
the material published by “Varorud”. How should the actions
of the beginning journalist be assessed? Does “Deutsche
Welle” have a right to publish such materials or call them
to be its own ones? Just here “Varorud” informational agency
and the newspaper under the same title advise young journalists
to profoundly study the issues of copyright, to think about
the consequences entailed by appropriation of someone else’s
material. If there have been no precedent in the republic
up to now in regard to vindicating one’s copyright “Varorud”
may be the first one in this plane. We all see everything,
we count, display patience treating our young colleagues
with an attitude of condescension in token of unanimity,
solidarity, friendship between journalists. But when somebody
oversteps boundaries we shall bear it in mind. Regretfully,
Khairullo Mirsaidov is not the only person who infringes
upon the copyright belonging to “Varorud”.
In the initial period when “Varorud” appeared in the informational
field of Sughd viloyat, the country upon the whole and Central
Asian region there were no few “hunters” after the image
created by the intellectual labor of our agency, these pursuers
also tried to utilize our produce. For those who have the
idea of copyright our only mentioning that acquisition of
copyright is a civilized method of collaboration or that
the material is a property of another author or edition
was quite enough. However, there is a category of enterprising
journalists who are prone to think that when you paraphrase
idea belonging to others the features of an author or an
editorial board wouldn’t be perceived. They change style,
sentences, comply the question with other sources and present
the material belonging to others as that one of their own.
All this is done in order to capitalize on others, to earn
extra dollars. Now there are no few editions, which pay
well for interesting information. Apart from it there exists
journalistic ethics. When your guilt of having stolen information
is established what reputation may await you? Think over
it thoroughly, dear colleagues!
