WEB WITHOUT "OWNER"

Today hundreds of Tojikiston residents ages in the range of 15-25 use drugs either episodically or regularly.
According to the prognostications of experts their number is growing; the same refers to young people who die not having reached the age of thirty because of using drugs.
Women are involved into the criminal circulation. A specific proportion of only registered females ill with narcotism in the viloyat in 2002 constituted 4.6% from the total quantum of patients.

What is it?- Can it be a fashion among the young? Or is it a step of despair caused by hopelessness? May be, it is a deliberate involvement of the nation into narco- dependence. But on whose part? Who strives to cover our region with a continuous web of narconet? The very statistics proves the growth of drugs spread. Last year their illegal turnover amounted by approximate assessments almost up to 310 kg in Sughd viloyat! Figures and facts testify to the earnest threat for national security of the country. And it is not the trouble of Tojikiston exclusively. A yearly turnover of the dangerous dope does constitute already trillions of dollars in the world. Dirty money engenders unprecedented corruption. According to Interpol data yet in 1999 it was elicited that already the governments of twelve countries were under the influence of narcomafia.
Who then opposes this danger? First and foremost these are law-enforcement bodies. They are in charge of a very complicated responsibility - that of resistance against the enhancing onset of narcomafia.
Our work doesn't do without hazard, - says colonel Abdukhalil Abduhamidov heading the department on combat with illegal turnover of drugs under Sughd viloyat IAGO (internal affairs governance office). - Being in charge of their duties the operative officers of our subdivision were not once wounded with fire-arms. Fortunately, they are alive and continue working.
In the current year the department activized its work having conducted hazardous, but successful operations. As for extreme situations, there are lots of them. Operative workers engraft systematically into narco-groups. With it it is impossible to get authentic information about the activity of the groups, the channels of drugs movement, plans and intentions. The international practice of combat with narcotics proved that millions of threads of this heroin web can be cut only if you reach the centre. But God save you from being entangled into it yourself!
Combat with drugs requires the best professional qualities. Moreover, in this responsible and rather dangerous matter you need as never interactions, reciprocal succour and promptitude to risk your safety for the sake of success, unity with all employees of law-enforcement bodies and frameworks, even with those who work outside Tojikiston.
Some operations are being prepared for months, - tells Inom Polvonov, chief of the Governance office attached to the Drug Control Agency under the President of Tojikiston over Sughd viloyat, colonel of drugs control service. - I can deliver an example of the joint action conducted with Kyrgyz special services last year versus one of narco-groups.
The operation was prepared thoroughly. Kyrgyzstan detectives of Batken province IAGO were waiting for the guests with a criminal cargo. Narcocourier's co-ordinates and route were transmitted to them by the workers of the Agency. Due to the complicated and adjusted mechanism put in motion the operation tens of people of the neighbouring regions had been involved into passed fortunately. In the saloon of the car belonging to unemployed Vali Gholibov from Jabborrasulov district, aged 4, the operative workers discovered 2 kg of heroin, Kalashnikov automatic gun, magazine with cartridges and portable wireless whose owner was a thirty-years old lieutenant of one of military units stationed in Sughd viloyat; the name of the owner being Kibor Davlyatkhojayev.
Partnership always gives good results. The figures of the drugs with drawn by all law-enforcement bodies of Sughd viloyat evidence to it. For the year passed this index constituted 343 kg; 238 kg befalling heroin. Not a single brilliant operation on neutralization of narco-groups was conducted owing to coordinative actions on the part of DCA GO over Sughd viloyat. Thus, under perquisition of the house of one of Bobojohngafurov district residents the detectives couldn't find easily a secret leading to the cellar where narcotic stuffs were supposed to be kept. In the long run the cache was revealed - it was a camouflaged havz (domestic pool) where 31 packets with raw opium were hidden; the total weight being over 81 kg.
It was the biggest batch of opium withdrawn last year,- explains Inom Salimjohnovich to me. - One managed to disentangle the heroin web woven successfully by the organized criminal group engaged in illegal turnover of drugs on an especially large scale. More that one man were embroiled into its nets. Everything began with 4 kg of heroin packed into special small sacks with reprinted stamps of diverse forms and inscriptions in Persian and hidden in the saloon of the "charged" car; the latter being detained by the detectives. They found more heroin and scales of domestic use with white powder traces in addition in the narcocourier's house. The investigation ascertained that a "business partner" of the accused was a director of "Somonaudit" Assoc. Ltd. who had run advocacy before having embarked on the criminal course. Heroin in the amount of 3 kg 765 gr was found at his home too. Another accomplice was detained in Jabborrasulov district over 7.7 kg of heroin were kept by the members of the criminal group and found by the detectives.
There were other operations as well. Here, however, it is important to lay an emphasis upon the fact that the employees of DCA GO had managed to prognosticate the schemes of narco-dealers beforehand, outstrip them and dispose "traps" on their way.
Meanwhile, the assuredness of the criminals in their own impunity amazed even operative officers who had seen much of this sort. The similar incident occured with Dushanbe resident, deputy chief of "Amonatbank" in Khujand being under state auspices, aged 40, when walking placidly in the street with a packet of heroin under his shirt he was detained.
There are a great deal of such examples developing on one scenario, i.e. narcomagnates continue to enjoy freedom and delights life offers and those "magnetized" find themselves behind the bars. And really, in all the abovementioned cases neither dispatches nor receivers of criminal cargoes were brought out; by the way, no precise address being available. It goes without saying that such information would promote a revelation of numerous subterranean narconets and their subsequent elimination, help in a more effective struggle with narcomafia.
The practice of activity on the part of law-enforcement workers shows that operative officers skillfully execute the orders imposed upon them, they manifest intellectual abilities taking the upper hand over the adversary. But they concede to the latter considerably in material resources, equipment, tackelage. It is well-known that in other countries immense resources are allocated for the struggle with narcobusiness. Regretfully, for the time being we can't afford it. And still, that what is already done in Tojikiston both in operative and prophylactic aspects, propaganda aims inclusive, has deserved good works of the colleagues from the developed countries.
