Unfortunately, such thing happens more often
with minor banknotes being in constant circulation. As for
me, I see no problem in getting rid of them. When I see beggars
I gave this money to them. Sometimes I leave it at home, in
the office - somewhere on the window-sill, so my nephews or
subordinates use it. But how displeased the person is when
dirty, torn, glued money is given to him/her. You must have
perceived it.
Of course, there are cases when you are given odd money buying
something. Then you go to another trading unit and wish to
have something there. But you are told: "Your money is
torn. Give another". You feel ashamed as if you were
really to blame, but you are not. I don't speak about losses
- for a well-to-do man they won't mean much. But when the
same banknotes of twenty or fifty diram of value for which
one or two flat-cakes can be bought are not taken from an
invalid or a beggar it is rather tangible.
But as for the delight perceived by the sight and touch of
new money, I mean earned by your own honest labor, it is incomparable.
We may speak a lot of out having no ardent love for money
and that it is no main thing in life for us! But we do know
perfectly well there is no luck without it. Especially now
when everything is sold for it. Don't believe those ones who
sing fabulous songs on the theme "happiness is not in
money". It is a phraseologism of the Soviet time. Money
should be loved and respected, it deserves careful handling.
It should not be crumpled, stained, torn. And those who deal
with it mostly, I mean banks and their institutions, must
bear responsibility for its state.
By the way, who is answerable for the banknotes which having
served their time are not taken out of circulation? It stands
to reason, that function should be performed by banks and
their institutions. However unpleasant it may sound, but our
financial institutions care only about those operations which
bring revenue, incomes, which are lucrative. There are very
few employees who would think about such simplest matter as
substitution for torn banknotes. Will you manage to deliver
an example of such bank institution, which would take troubles
with such a thing?
Of course, the problem I have made up my mind to share with
our readers is not too actual. But if to go deeper into the
gist of my reasonings they might even tell upon the image
of our currency, in the long run.
Do you often deal with foreign currency? Why do we never hold
a stained or torn dollar in our hands? Memorize to what extent
the attitude to Russian money changed when we acknowledged
it to be foreign currency. Do you remember the period when
we lost no one loaf of bread exchanging Russian banknotes
of the value of fifty or hundred rubles? Taking advantage
of this minor situation the dealers managed to oust of circulation
Russian banknotes looking out badly. Of course, there will
be no speculation of this sort with Tajik money. But unpleasant
perception from having this sort of money will remain if such
banknotes are not taken out of circulation. In order to carry
it into effect all bank institutions, especially units of
exchange which are in great number in our cities and towns
must have injunctions to take out of circulation the banknotes
which can't be used any more irrespective of their monetary
value.
May be, today banks don't object to helping in substitution
for spoiled banknotes either. But I am sure, the majority
of us know nothing about the rules of such substitution. And
only few of us would agree to lose our precious time for this
procedure. Then it should be the function of exchange units,
which must be made to be in charge of taking bad money out
of use.
On having read the lines written b the man who was dealing
with social problems for years and who has them at his fingertips
someone may say: "Is it a topic for writing in press,
don't we have any other burning problems?" But I got
accustomed to write about everything what causes discomfort
to us. Never mind, whether it is a great, or a minor problem.
The main thing is that it is a pain of my being, and I am
sure, it is typical of others too. Everyone of us can be faced
up with this situation. And this small problem sometimes throws
us off our balance causing worries. So, let us try to bring
good spirits for one another. And as for the sphere of services,
its employees ought to keep it in mind first and foremost.
