For the first time during several latest
years the prognostication of politologists has come true,
they predicted that taking into account the results of the
year the president of the country Emomali Rahmonov would give
a good dressing-down to a number of responsible workers and
dismiss them. At the open session of the government held on
January 18 ministers of health service and communication,
chairman of the Justice Council with all his deputies, leaders
and deputies of some republican departments, heads of nine
towns and districts - 4 of them being from Sughd viloyat -
parted with their armchairs. In general, prognostications
concerning serious cadres replacements in a high state hierarchy
is an ungrateful matter. For the last 10 years such prognostications
coming true, if ever they did, as a rule, reproduced only
some details irrespective of any concrete fact, event, process
or action and behavior displayed by state and political figures.
This time the prognostication of "Varorud" analysts
has not been without grounds. Were there any factors, which
evidenced to the severest decision on the part of the head
of the state in reference to leaders of diverse ranks?
From the first sight it may seem that the grave discussion
of the activities of the governing bodies at the session of
the government was caused by the irregularities in supplying
the population of Dushanbe with gas and electricity in the
period of sharp frost and plentiful snow at the end of the
year, so unwanted for our region. Into the bargain, this event
coincided with the official visit of Tojikiston president
to France and the United States of America. Beyond doubts,
this fact couldn't have helped disturbing the president's
composure being so necessary when extraordinary important
negotiations are conducted on top level. Moreover, the situation
with gas and electricity shaped in the capital resulted into
population's earnest discontent. For the time during the latest
years the turn of events promised a real threat of social
protest in the political center of the country - its capital
Dushanbe; such things being not practically observed after
signing the Common Agreement on peace and concord. It stands
to reason that such turn of events couldn't have been to president's
liking. One can assert, being greatly assured, that it was
just due to this situation that under the pretext of summing
up the totals of the year made president Rahmonov resort to
strict measures in reference to responsible state officials.
In the previous number of "Varorud" newspaper it
was mentioned that namely the cadres were to blame in impeding
the process of society reformation and this time the requirements
towards them would be more rigid. It is just this problem
and the unfavorable economic plight in the country, in addition,
that urged the president to carry into effect his measures
earlier than usual and with more rigidity without waiting
for the totals of the year being summed up on the level of
towns, districts, viloyats, ministries and departments.
This time Emomali Rahmonov hasn't made concessions even for
the nearest disciples, health service minister Alamkhon Ahmedov,
inclusive; the latter had begun his activity together with
him in the hardest period of the country. Into the bargain,
the ministry headed by him ran the gauntlet of criticism.
By his attitude to cadres the president swept away all conjectures
and precarious inferences concerning a factor of seniority
and private considerations in selection of high rank officials.
The head of the state vindicated once more that he remained
faithful to his word that he valued highly those cadres who
comprehended their responsibility for the fate of reforms
and the country upon the whole.
Against this background there sound also the opinions that
serious replacements in the Justice Council of Tojikiston
are only a kind of warning assigned for the leaders of other
law-enforcement bodies and powerful frameworks. It implies
that they should bring correctives into their activity and
to earnestly start rectifying errors and drawbacks.
Another theme debated at the extended session of the government
dwelt on introduction of alterations, into the structure of
the state power. The state oilgascompany being an independent
department up till now has been ceded under the auspices of
the Ministry of power engineering. The forest household subordinates
now to the Ministry of industry. These solutions testify to
the fact that Tojikiston consecutively pursues the way of
