The news about the unexpected session of
RT government held on January 18 in Dushanbe with the participation
of the heads of viloyats, towns and districts, ministries
and departments, responsible persons of the president's apparatus
and the Cabinet of ministers under the guidance of the President
of the country Emomali Rahmonov caught many people unawares,
as experts deem. By tradition the events of this type were
conducted after summing up the totals of a year in districts,
viloyats, ministries and committees of the republic. What
is the cause of such an operative decision on the part of
the head of the country that he changed a stereotype and resorted
to non-standardized approach in so far as the conference-meeting
on the totals of 2002 is concerned? As original sources being
near to governmental structures believe, the present economic
and social state of the republic doesn't satisfy the president;
most of all he is alarmed with corruption, bribery, excessive
bureaucratism in the frameworks of the power, indifference
of many leaders through whose fault the process of economic
reforms of the country is hampered. It is due to this that
rumors are spread over the country about cardinal cadres rearrangement
in the top echelons of the power. It is rather difficult to
say anything about degree of the preparations for the conference-meeting
in question. But the fact is that today the republic is in
the deep economic crisis, 80% of population lives beyond the
line of poverty and that makes us think about the future.
At the initial stage of statehood formation Tojikiston wasn't
predestined to enjoy plentifully the benefits and advantages
independence is supposed to bring. Social-economic and political
problems accumulated throughout decades were used by outward
and inward forces for kindling the civil war in the country
having entailed a peril of tens of thousands of people, many
Tojikiston residents had to leave their Motherland; colossal
damage having been delivered upon economy and social-cultural
realm.
The way to peace was long and hard for Tojikiston. Alongside
with the search of the ways of peace establishment the Government
of the country had to solve also the problem of economy transformation
as it was only medium which might help it out of the heaviest
crisis.
As it is mentioned in the state program on poverty level reduction
in Tojikiston, our republic occupies the 103-rd place among
174 countries assessed on a human development index. At present
the major part of Tojikiston population live either in poverty
level or beyond its line. Poverty defined by the level of
incomes and consumption, access to education, health service,
water supply, diverse power resources, transport, mass media
reflects, first of all, on socially unprotected layers of
population. Especially strikingly it is seen in rural areas.
Fortunately, Tojikiston is rich with mineral resources, it
has a huge potential of natural resources on whose base one
can build enterprises of mining industry, those of constructive
materials, pharmacy, power engineering, cotton fiber and silk
manufacturing, fruits and vegetables processing. But, regretfully,
today the national economy is unable to overcome the dragging
on crisis, which in the long run poured into a sharp reduction
of population's living standard. Our society need acutely
in an acceleration of political and economic reforms. Of course,
no few things have been done in the country for transition
to market economy formation and development of different forms
of property, in particular, for disstatehood of property,
drawing in foreign investments and inculcation of modern technologies
into home production. But even the creation of such a minimal
base and conditions of national economy doesn't just as before
bring real changes into the social life of our co-citizens.
Alongside with objective and subjective causes cadres politics
undoubtedly tells upon economy reforms resulting in their
arrears and non-development. Just this theme is sure to have
been a priority one at the extended sitting of the government.
This time the president who had remarked multiple times that
the future of the republic and the people upon the whole will
depend on the professional level of our cadres and their sense
of responsibility took a firm and uncompromising stance when
appointing leading workers.
